Almost. Seeing how the government can always meet payment obligations, (it issues the darn currency) it can always employ all the skills it needs. The spending of government needs to be what it needs to be to have the economy running at full employment.
It's spending requires it to lift during times of non-government decline and vice-versa. If the government 'saves' money it just takes out more than it puts in. The APS needs to focus not on budget goals but public purpose.
That public purpose is what should be up for debate not ridiculous notions of budget goals and funding arrangements for the very entity that can never run out of dollars.
